The Regional Multidisciplinary Centre of Excellence (RMCE) is a regional initiative driven by the Government of Mauritius, and developed in consultation with the EU and World Bank as well as regional blocs, namely COMESA, SADC and IOC member states.<\/div>\n

Rationale and Purpose<\/strong><\/span><\/div>\n
\n
The purpose of the RMCE is to build capacity to formulate and implement regional economic development strategy and policy within the countries of the Region encompassing the Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC), the Indian Ocean Commission (IOC), the Inter Governmental Authority on Development (IGAD) the Southern Africa Development Community (SADC) and the Small States Network<\/span><\/div>\n<\/div>\n

The aim of the RMCE is to create a world class intellectual resource supporting the process of regional economic integration (REI) in African countries and the Small States on a sustained basis. REI is an area of policy that is rapidly gaining in importance as Africa searches for greater integration, as reflected not only in the Continent-wide organizations such as the AU, but in the establishment of a number of Regional Economic Communities. Up to now the topics of REI have been partially and sporadically covered in some Regional Institutions and at National level, but the RMCE will bring the whole body of knowledge and experience together and act as an informational and advisory centre and a catalyst for the building of capacity in this area.<\/span><\/div>\n<\/div>\n

[\/vc_column_text][\/vc_column][\/vc_row][vc_row css=”.vc_custom_1629260723892{margin-top: 50px !important;}”][vc_column][vc_column_text]Signature of the Mutual Recognition Agreement (MRA) between the Competent Authorities for Professional Accountants and Auditors<\/strong><\/p>\n

The Financial Reporting Council (FRC) and the Mauritius Institute of Professional Accountants (MIPA), being the Competent Authorities for Professional Accountants and Auditors of Mauritius, will on a virtual ceremony on 23rd August 2021 jointly sign the Mutual Recognition Agreement (MRA) between the Competent Authorities for Professional Accountants and Auditors of the APEI Countries that would:<\/p>\n

(i)     facilitate the movement of Professional Accountants and Auditors among the APEI Countries;<\/p>\n

(ii)    establish mutual recognition of Professional Accountants’ and Auditors’ qualifications; and<\/p>\n

(iii)   encourage the adoption of high standards of practice and commitment to professional development in the accountancy profession in APEI Countries. The MRA has already been signed by Malawi, Mozambique and Zambia.<\/p>\n

TARGETTED SUPPORT FOR POST COVID 19 RECOVERY IN APEI AND IOC COUNTRIES<\/strong><\/p>\n

C<\/strong>urrently, all countries in Africa are being impacted by the COVID 19. Given the constraints of our countries,  Accelerated Programme for Economic Integration (APEI) and Indian Ocean Commission (IOC) countries are  working  together to develop targeted and creative responses with the support of development partners.<\/p>\n

The RMCE is collaborating with the World Bank to enable interested APEI and IOC countries to move quickly to contain the epidemic and strengthen their health care system whilst supporting their most vulnerable populations.<\/p>\n

The RMCE is working  with World Bank Task Team Leaders (TTLs), resident missions and nominated country officials to validate the capacity of the private sector in the different countries to meet the various gaps that may exist in testing and Protective Personal Gear.  A regional solution will be more efficient than each country working alone and may allow for synergies if peaks in different countries come at different times.<\/p>\n

The RMCE, with support from the World Bank will provide the following to the interested country.<\/p>\n<\/div>\n

\n

1. <\/strong>Peer learning and peer support<\/strong>
\nThis would enable countries to learn from each other what works in the post-COVID reopening. The RMCE is undertaking Private\/Public collaboration that could be useful for others to draw on<\/p>\n

2. Testing<\/strong>
\nRMCE will ramp up testing to cover the APEI\/IOC countries if there is demand.<\/p>\n

3. Tracing<\/strong>
\nTesting is necessary but far from sufficient.  It would be useful to share ideas on how countries are approaching this issue.<\/p>\n

4. <\/strong>Personal Protective Equipment (PPE)<\/strong>
\nPPE is in short supply and needed for both the general public (masks and gloves) and health workers (masks, gloves and gowns). RMCE will explore how each country can ramp up supplies and how those with extra capacity could supply regional partners with a remaining gap.<\/p>\n

ASSISTANCE AUX PAYS DE L\u2019APEI ET DE LA COI POUR UN RECOUVREMENT POST COVID 19<\/strong><\/p>\n

Actuellement, tous les pays africains sont touch\u00e9s par le COVID 19. Compte tenu des contraintes de nos pays, il est n\u00e9cessaire que les pays du Programme acc\u00e9l\u00e9r\u00e9 d’int\u00e9gration \u00e9conomique (APEI) et de la Commission de l’oc\u00e9an Indien (COI) travaillent ensemble pour \u00e9laborer des r\u00e9ponses cibl\u00e9es et cr\u00e9atives avec le soutien des partenaires au d\u00e9veloppement.<\/p>\n

Le RMCE collabore avec la Banque mondiale pour permettre aux pays de l’APEI et de la COI d’agir rapidement pour contenir l’\u00e9pid\u00e9mie et renforcer leur syst\u00e8me de sant\u00e9 tout en soutenant les plus vuln\u00e9rables.<\/p>\n

Le RMCE travaillera avec les chefs d’\u00e9quipe de la Banque mondiale, les missions r\u00e9sidentes et les repr\u00e9sentants des pays d\u00e9sign\u00e9s pour valider la capacit\u00e9 du secteur priv\u00e9 dans les diff\u00e9rents pays \u00e0 combler les diverses lacunes qui peuvent exister dans les tests et les \u00e9quipements de protection individuelle (EPI). Il cherchera \u00e0 rechercher du secteur priv\u00e9 des r\u00e9ponses suppl\u00e9mentaires pour combler les lacunes identifi\u00e9es. Une solution r\u00e9gionale sera plus efficace que si chaque pays travaille seul et pourra permettre des synergies si les pics dans diff\u00e9rents pays surviennent \u00e0 des moments diff\u00e9rents.<\/p>\n

Le RMCE, avec le soutien de la Banque mondiale, fournira les informations suivantes au pays int\u00e9ress\u00e9<\/p>\n<\/div>\n

\n

1. Apprentissage par les pairs et soutien des pairs<\/strong>
\nCeci serait organis\u00e9 par le RMCE pour apprendre les uns des autres ce qui fonctionne dans la r\u00e9ouverture post-COVID. Le RMCE entreprend une collaboration priv\u00e9e\/publique qui pourrait \u00eatre utile \u00e0 d’autres<\/p>\n

2. Tests<\/strong>
\nLe RMCE   intensifiera  la production de tests pour couvrir les pays de l\u2019APEI et de la CIO en cas de demande.<\/p>\n

3. Tra\u00e7age<\/strong>
\nLes tests sont n\u00e9cessaires mais loin d’\u00eatre suffisants. Il serait utile de partager des id\u00e9es sur la fa\u00e7on dont les pays abordent cette question.<\/p>\n

4. \u00c9quipement de protection individuelle (EPI)<\/strong>
\nLes EPI sont rares et n\u00e9cessaires \u00e0 la fois au grand public (masques et gants) et aux agents de sant\u00e9 (masques, gants et blouses). Le RMCE va explorer comment chaque pays peut augmenter ses approvisionnements et ceux qui disposent de capacit\u00e9s suppl\u00e9mentaires pourraient combler les lacunes des partenaires r\u00e9gionaux.<\/p>\n<\/div>\n<\/div>\n
